I'm not interesting in blaming anyone, but saying that "the general public is 
the owner of the system", is pretty close to a reduction to nothing.  It is 
like those so enamored with the idea of "system", that even picking one's 
nose gets all tied up with the "system of the universe".  And the next thing 
you know, Top Management, who get the pay and the perks for this position and 
who are the ones who can actually change something by their direction and 
leadership, are now to be pitied for being trapped in a system.

The general public cannot change how the system is run.  At best, they can 
collectively change about 2% of the people who appoint and confirm the heads 
of agencies.
